WRIA 1 Watershed Management Board


The WRIA 1 Watershed Management Board is an integrated, multi-government structure for coordinating and facilitating implementation of WRIA 1 programs including the WRIA 1 Watershed Management Project, WRIA 1 Salmon Recovery Program, and the Whatcom Local Integrating Organization. The WRIA 1 Watershed Management Board was established by Interlocal Agreement in December 2016. Prior to the 2016 Interlocal Agreement, the entities represented on the WRIA 1 Watershed Management Board functioned as two Boards under separate Interlocal Agreements: the WRIA 1 Watershed Management Project Joint Board for purposes of the WRIA 1 planning process under RCW 90.82 and the WRIA 1 Salmon Recovery Board for purposes of salmon recovery lead entity for WRIA 1 under RCW 77.85.050. In 2016, the WRIA 1 Joint Board and WRIA 1 Salmon Recovery Board agreed to formalize the advancement of the integrated implementation structure that had been progressing in increments since 2007 under a new Interlocal Agreement that retains a collaborative multi-jurisdictional decision-making process and combines the duties and functions of the roles under the previous agreements.

The WRIA 1 Watershed Management Board under the December 2016 Interlocal Agreement is supported by a Management Team and Staff Teams. The structure diagram identifies the entities involved at each level of the structure.
